ICM has developed the planning for the German-Pakistani cooperation project ‘Strengthening capacities for long-term, low-emission development strategies (LT-LEDS)’, which is financed by the BMZ and implemented by GIZ.

Despite accounting for less than 1 % of global greenhouse gas emissions, Pakistan is one of the countries most severely affected by climate change. Extreme weather events such as floods and droughts cause billions of euros in damage every year. In 2022, property damage alone was estimated at EUR 30 billion. Despite growing political attention, for example through the 2017 Climate Protection Act, updated NDCs and the National Adaptation Plan, there is still no long-term development strategy for greenhouse gas neutrality.

The aim of the project is to strengthen the capacities of national and subnational actors to develop a long-term strategy and transition to decarbonization and climate resilience. To this end, a legal framework is being prepared to enable the anchoring of long-term climate strategies. A corresponding draft law will be approved by the Council of Ministers, submitted to parliament and forwarded to the provinces for the development of their own strategies. At the same time, climate targets will be integrated into national policies and sectoral development strategies. Specialist ministries will formulate investment plans, develop emission scenarios and promote synergies with economic objectives. Targeted training will build expertise in modelling, emission reduction and the just transition approach. This will enable a coordinated, evidence-based and socially just transition in Pakistan.
