The German Federal Ministry for Economic Cooperation and Development (BMZ) has launched the German-Indian development cooperation program ‘Climate Resilience in Rural India’, running until 2030 and comprising around 18 technical and financial cooperation projects. ICM developed impact matrices, indicator definition sheets, and a monitoring tool to support impact-oriented program monitoring in line with BMZ indicators.

India plays a key role in addressing global challenges like climate change, poverty, and biodiversity loss but is itself highly affected. Over half the land is degraded, 600 million people face water scarcity, and many suffer from poverty and malnutrition. Climate change worsens these issues, particularly for rural, marginalized groups. Despite existing policies, implementation and coordination of cross-sectoral measures are insufficient. Agriculture struggles with low productivity and resource degradation, while forests and water resources face overuse and pollution. Women and poor households are especially vulnerable.

The program supports integrated, landscape-based approaches for climate resilience through agroecology, sustainable forestry, and improved water management. It combines technical and financial cooperation in four areas: climate adaptation and finance, agroecological transformation, forest ecosystem management, and resilient soil and water use. Progress is measured by six targets, including improved resilience for 50 million people, agroecological management of three million hectares, 120 successful convergence examples, 20 million tons CO₂ avoided or sequestered, digital planning tools in 2,000 local units, and secure access to resources for six million women. The program contributes to the Paris Agreement, the 2030 Agenda, and India’s national adaptation and development goals.
